POA Group Approach according to the Beke methodology

Research has shown that most youth crime is group-related. Paying attention to problem youth groups is thus very important in the attempt to control this phenomenon and to give young people chances for the future.

The Beke Counselling and Research Group has carried out a scientific study in 5 mid-size municipalities in order to define problem youth groups and identify the indicators that are important in mapping youth groups. This study has shown that it is possible to categorize the vast diversity of problem youth groups using the simple shortlist instrument, dividing them into three main categories:

  • inconvenient groups;
  • troublesome groups;
  • criminal groups.

Such youth groups require a vigorous approach. This requires a systematic analysis of the troublesome youth groups according to Beke's shortlist methodology and a person-, group-, or field-oriented approach of youth troublemaking and youth crime.

The Stb POA Group Approach offers automated support of the work process that uses the BEKE methodology as a starting point.

 

POA Human Trafficking

Human trafficking means: any form of exploitation of forced (sexual) services. This includes the trafficking of women and forced prostitution, as well as the exploitation of people in other fields, such as the hospitality industry, horticulture, household chores, or factory work. Pimps are also seen as human trafficking.

In this specific case, we are speaking of criminal, administrative, as well as social care. Victims, offenders, and all parties involved are brought in focus.

By building structural barriers, human trafficking will be restricted further and further.

 

POA Youth & Family

The Youth and Family module has been developed for the coordination of at-risk or problem youth. An example approach is the fight against school absenteeism and premature school withdrawal. This is often the beginning of trouble and youth crime.

In addition to registering a person-oriented approach, a family-oriented approach can also be added. It is also possible to connect people to a group for a group-oriented approach, as well as to record whether trouble can be linked to a certain location.

POA Soft drugs

Recent research has shown that soft drug use is on the rise among vulnerable youth. Dealing and use are becoming an increasing problem and the large number of coffee shops brings no improvement to the street image either. The Soft Drugs chain approach aims to fight against organized crime in the field of soft drugs.

The Soft Drugs chain system supports the necessary information exchange between the chain partners connected to it, such as the police, the tax department, OM and various other organizations. The system helps in the decision-making process by providing insight into the degree to which goals are met, starting from the existing records. Extensive support has been provided for putting case discussions on the agenda, as well as recording and monitoring them.

POA Multiple Offenders & Post-Release Supervision

This environment is meant for troublemakers, multiple offenders, highly active multiple offenders and systematic offenders. The system also coordinates the follow-up of ex-convicts. This is a logical combination of tasks, since the post-release follow-up is often part of the person-related approach.

 

POA Radicalization

Radicalization has a great impact on citizens' feeling of safety and comprehensive measures are needed.

The approach must avoid radicalization in an early stage. That is, before there is a mention of penal offences. People who take on a radical view of life and radical ideas no longer feel connected with the Dutch legal system and the rules of democracy. This makes them a threat to society. The answer to possible radicalization relies, to a significant extent, on restoring the connection with the society.

POA Radicalization offers a structure and an information hub where signals of radicalization can be gathered, checked, and, if necessary, approached or submitted to the police. It is part of a broad approach oriented towards prevention as well as suppression.
